Starting an EV charging station in Maharashtra: EV Policy 2025, tariff and connection

Updated on 1 November 2026. State rules change, so confirm the current terms with MSEDCL or your distribution company before you apply.

Maharashtra has a new EV policy that runs until 2030, an EV tariff with no fixed charge in most of the state, and a plan to put chargers on its highways every 25 km. For anyone thinking of a charging station, especially on a highway or at a fuel pump, that's a good set of conditions. Here's what the policy offers, what power costs, and how to get connected.

Quick summary

  • The Maharashtra EV Policy 2025 runs from April 2025 to March 2030. The old 2021 policy and its charger subsidy ended on 31 March 2025.
  • DC fast-charging stations can get viability gap funding of up to 15% of the station cost, capped at ₹5 lakh per charger for 50 to 250 kW and ₹10 lakh above 250 kW.
  • MSEDCL's EV tariff is single-part: no fixed or demand charge, so a quiet month doesn't cost you much.
  • The policy wants chargers every 25 km on highways and a fast charger at every highway fuel pump.

What the Maharashtra EV Policy 2025 offers charging stations

The policy was issued on 23 May 2025 and covers 1 April 2025 to 31 March 2030. For charging, the main support is viability gap funding for DC fast chargers: up to 15% of the station's cost, not counting land and some other costs, with a cap by charger size. As reported:

Charger power Cap per charger For the first
50 to 250 kW ₹5 lakh 1,000 chargers
Above 250 kW ₹10 lakh 500 chargers

The total pool is reported at ₹100 crore. Some reports give different numbers, and we haven't seen the operating guidelines for claiming it yet, so confirm the current terms before you count on it.

The policy also sets out where chargers should go, subject to feasibility:

  • A charging station every 25 km on national and state highways.
  • At least one fast charger at every fuel pump on a highway.
  • Chargers at state transport bus depots.

If you own a highway fuel pump, a dhaba or land along a highway, that's worth paying attention to. Read our guide on setting up a highway charging station.

The EV electricity tariff in Maharashtra

MSEDCL, which supplies most of the state, has a separate EV charging category: LT-VIII for low tension and HT-IX for high tension. Since the regulator's 2025 order, it's a single-part tariff. You pay for the units you use, with no fixed or demand charge, and there are time-of-day rebates.

The rate itself went through a review and a court challenge in 2025 before a fresh order in March 2026. Reports of that order put the 2026-27 EV tariff at about ₹9.25 to ₹9.50 a unit. Check the current figure in MSEDCL's tariff booklet before you finalise your numbers.

That's a higher energy rate than some southern states, but the lack of a fixed charge is a real advantage for a new station. In the early months, when the chargers are quiet, you aren't paying for capacity you don't use. Your margin per unit is thinner, so the price you set and the hours you sell matter more.

Mumbai is different. It's served by its own distribution companies, each with its own EV tariff, so ask yours for the current rate.

Getting the power connection

  • A public charging station gets its own connection under LT-VIII or HT-IX.
  • MSEDCL also allows an EV charging connection within existing LT or HT premises, such as a hotel or factory.
  • HT connections go through the state's Electrical Inspectorate for safety approval.

Under the Ministry of Power's 2024 guidelines, if you apply for a separate LT connection for a charging station, the DISCOM has to provide up to 150 kW, and it should connect you within 3 days in metropolitan areas, 7 days in other municipal areas and 15 days in rural areas. Where the demand is

Maharashtra had about 4,200 public charging stations in December 2025, of which about 1,200 were fast chargers. The policy treats the Mumbai to Pune Expressway and the Samruddhi Mahamarg as its first EV-ready corridors. Electric cars and buses have also used Atal Setu toll-free since August 2025.

Remember that a busy road doesn't automatically mean a busy charger. Across India, the typical public DC charger is in use about 2 hours a day, and the best ones manage more than 11. Read how much an EV charging station earns per month for the maths.

Paying for it

SBI EV Mitra and Indian Bank's IND Green Charge both lend for charging stations. Read our EV charging station loans guide.

What we'd do in Maharashtra

Look at highway sites, especially fuel pumps and food stops on the main corridors, where the policy is pushing for chargers anyway. Use the no-fixed-charge tariff to your advantage by starting with the power you need now, with room to add a second charger later. Price carefully, since the energy rate is on the higher side.
